Should governments invest in the arts?

How important is art? Does it serve a social purpose or is it just one person's expression of their feelings and perceptions? Some people argue that art influences society by changing opinions and instilling values. Furthermore, painting, sculpture, music, literature and the other arts are often considered valuable because they record and display a society's collective memory.

The government's investment in arts, music and theatre is a waste of money. Governments should invest these funds in public services instead.
