What should the government do...?
It is common in IELTS Speaking Part 3 to be asked your opinion about what the government should do in relation to some problem or issue. For example:
How can governments encourage the construction of energy-efficient buildings?
What is the role of the government in promoting healthcare?
How can the government improve education in your country?
Do you think it is the responsibility of governments alone to protect the environment?
What should the government do to protect the environment?
What is the role of the government in promoting film production?
One tip for answering this type of question is to remember:
For any question asking about what the goverment can, should or could do - you can divide your answer into two main parts.
First, introduction:
Definitely, I think the government has a role in (promoting healthcare, protecting the environment, improving education).
Next, educate:
Firstly, I think the government needs to educate the public (especially ...elderly people, building contractors, parents) about (healthcare, energy efficiency, education). The government can promote (healthy eating and exercise, the use of renewable energy, reading at home) and encourage people to (be more healthy, include energy saving in buildings, read more ).
Then, using a linker, move on to regulate (about negative things):
As well as education, the government can also regulate by enacting laws and imposing standards to protect people. For example, restricting the sale of unhealthy food, requiring that all buildings include alternative energy sources, ensuring that all teachers are qualified.
So, a useful speaking tip - educate and regulate. Note the vocabulary in bold;
educate: promote, encourage
regulate: enact laws, impose standards, protect, restrict, require, ensure
